Sen. Risa Hontiveros pushes bill for inclusive healthcare rights

The Senate Committee on Health and Demography, led by Deputy Majority Leader Risa Hontiveros, began deliberations on Monday regarding Senate Bill No. 1534, also known as the Right to Care Act.
The bill seeks to remove obstacles that prevent solo parents, unmarried individuals, and LGBTQIA+ members from being recognized as authorized decision-makers during medical emergencies. A key feature of the legislation is the creation of a Health Care Proxy System, which allows Filipinos to designate a Health Care Agent to make critical medical decisions on their behalf if they are incapacitated or unable to act for themselves.
Supporters say the bill strengthens constitutional rights to health and equal protection, giving all Filipinos the authority to choose who guides their medical care. It also aims to address long-standing gaps in healthcare access and protection.
Further hearings are planned to gather input from medical experts, civil society organizations, and affected communities before the bill moves forward in the legislative process.
