CSC-CAR focuses on embracing change

BAGUIO — The Civil Service Commission - Cordillera Regional Office celebrated its 29th foundation anniversary last August 29 with the theme "Embracing Change."
Regional Director Marilyn Taldo shared the beginnings of CSC-CAR that from the two permanent staff when the office started in 1988, it has grown into a 45- strong personnel catering to 139 government entities composed of national government agencies, water utilities, state universities and colleges and Department of Health-supervised hospitals.
Taldo bared that CAR has a total of 42,144 government personnel including temporary, substitute and provisional employees. Female permanent employees totalling to 23,353 outnumber their male counterparts with 16,017.
On the Embracing Change celebration theme, Taldo outlined that there are many programs and projects that the Commission already implemented and more are yet to come towards the attainment of its vision to be globally recognized as a Center of Excellence in Strategic Human Resource and organizational development and mission of "Gawing Lingkod Bayani ang Bawat Kawani" (Making all civil servants as heroes of public service).
"In embracing change, let us be pro-active wherein instead of letting the changes determine our future, let us use the changes to propel or enhance our vision. Change will not get us confused or lost if we have a vision and solid agency strategy," Taldo stressed.
In CSC, we are committing to change, collaborating for change, pushing for a continuing change (for good governance) and just like now, we are also celebrating change, she added.
In ensuring ASEAN and globally competitive bureaucratic standards, Chief Human Resource Specialist Josefina Tamondong affirmed that the government is now working towards competency-based qualification standards and is continuously improving the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).
