DSWD cites need for PWDs database

MANILA — The Department of Social Welfare and Development (DSWD) is pushing for the creation of a reliable database of persons with disabilities (PWDs) in the country.
"Sana hindi magtagal at magkaron talaga tayo ng data-based kasi importante para alam kung ano ang aksyon na gagawin (on the different forms of disabilities)," said DSWD Undersecretary Malou Turalde in an interview during the kick-off activity for the 39th National Disability Prevention and Rehabilitation (NDPR) Week held at DSWD Central Office in Batasan Hills, Quezon City on Monday.
Turalde said the move will help determine the concrete action plan or intervention that will be applicable for every type of disability.
At present, Turalde said that there are at least 200,000 PWDs included in the database of DSWD's Conditional Cash Transfer (CCT).
She said that they had also coordinated with Philippine Statistics Authority (PSA), other government agencies and even local government units to come up with a list of at least 15 million PWDs in the country.
Turalde also cited that there are 30,000 PWDs in the initial registry they received from the Department of Health (DOH).
She said that combining the data from CCT, DOH and from inputs from LGUs do not match the said estimate, hence, the need to get accurate data.
She also said the number of disabilities actually does not represent the exact number of PWDs in the country as there could be more who were not listed for several reasons.
She added that while they had started to gather the list in coordination with DOH, not all disabilities had been recorded in the hospitals through new-born screenings and in health records especially in the past years, as some of these are usually detected a year or years after birth such as hearing disability.
In addition, some were not born in hospitals and others were hiding because of fear of stigma, among others.
There are also different disabilities that can be man-made which can result from illness, accidents and even disasters.
She added that in one of the forums conducted some of the concerns by those who refused to get listed on the list of PWDs is what will be the particular type of programs that government can offer to them.
To get other data, she said that they are continuously collaborating with other agencies like Technical Education Skills and Development Authority (TESDA) and in other offices that employs PWDs.
Meanwhile, during the kick-off ceremony, National Council on Disability Affairs (NCDA) executive director Carmen Zubiaga, led the recitation of the Loyalty Pledge of Advocates for PWDs.
Other activities for the week-long celebration includes Seminar on Governance on Health and Wellness for PWDs in LGUs; Quiz Bee on the history and culture of the Philippines, Art Workshops and Development Games for Children with Disabilities, Seminar on Raising Awareness for Attention Deficit Hyperactivity Disorder (ADHD), Lupus and Rare Diseases and Wreathlaying ceremony at the Mabini Shrine on July 23.
It will culminate with a cultural presentation, "Handog Sayawan at Kantahan" at SM City San Lazaro in Manila which will be participated PWDs to showcase their talents on stage via songs and dance presentations.
In the speech of DSWD Secretary Judy M. Taguiwalo delivered by Turalde, she said that it is important to ensure that PWDs will have access to the different programs offered to them and enjoy the rights provided to them under the law.
"Mahalaga na magkaisa ang mga samahan ng may kapansanan upang manawagan sa implementasyon ng RA 10754 na nagpapalawak sa mga benepisyo at pribilehiyo," Secretary Taguiwalo said that
Taguiwalo further said that RA 10524 which states to allocate one percent of positions for the qualified PWDs is also mentioned in RA 7277 or Magnacarta for PWDs. (PNA)
