COA finds delays in HUDCC survey works due to 'weak inter-agency coordination'

MANILA — A Commission on Audit (COA) report released this week showed that delays in the completion of the Housing and Urban Development Coordinating Council's (HUDCC) survey projects have deprived the intended housing beneficiaries of these projects' benefits.
The COA's Annual Audit Report on the HUDCC for the year ending December 2016, which reviewed the council's operations for 2016, showed that projects on survey works and consulting services totaling P2.11 million were not completed within the project duration of two months to more than a year due to weak inter-agency coordination and non-validation of survey projects, thus depriving the intended beneficiaries of the projects' benefits.
Upon COA's recommendation, the management has agreed to regularly monitor the progress of the project and instruct the monitoring team to strengthen its system of coordination with different government agencies to easily address any issue encountered during the implementation of the projects.
The HUDCC is mandated under Memorandum Order No. 74 s. 2002 to formulate and adopt certain guidelines and adopt post-proclamation activities in areas designated as socialized housing sites.
Under Memorandum Order No. 102 s. 2003, the HUDCC is also mandated to oversee and fast-track through appropriate project schemes and contractual arrangements, the implementation and development of housing projects in areas proclaimed as housing sites.
The subdivision survey of proclaimed lands for socialized housing was part of funded projects under the 2016 General Appropriations Act (GAA) of HUDCC. The agency, through competitive public bidding, has to award its survey projects to facilitate project works on the proclaimed areas as socialized housing sites. After the satisfactory completion of survey works, HUDCC will award the transfer of titles or issue Certificates of Lot Award (CeLA) to qualified and rightful beneficiaries.
The report noted that as of Dec. 31, 2016, HUDCC had several outstanding projects consisting of 12 survey works and three consulting services amounting to P1.64 million and P720,636, respectively.
The survey projects were located in Palawan, Baguio City, Pangasinan, Quezon province, Cabanatuan City, Pampanga, Abra, Misamis Oriental, and Iligan City, and a consulting service in Manila. (PNA)
