Bacolod City mayor warns of penalties over hoax bomb threats

BACOLOD — In the wake of the series of bomb scares in this city, Mayor Evelio Leonardia warned perpetrators that they can be penalized for causing fear to the public.
"This issue is frustrating as it causes stress to schools and to the community. There should be penalties for these jokes," the mayor said in a press conference Wednesday.
Leonardia raised the concern after the police responded to two hoax bomb threats in Bacolod only this week.
On Monday, a business establishment in the downtown area was victimized by a prank caller who said a bomb will explode in the store.
On Tuesday, a staff of Trinity Christian School received a telephone call from an unidentified man who said he would cause a bomb to explode in the said private school. Classes were then suspended for the rest of the day.
Last January 30, a bomb scare also cancelled the classes of the Visayan Maritime Academy Global College and Training Center Inc.
A similar incident also happened at the University of Negros Occidental-Recoletos late last year.
Leonardia said that perpetrators can be punished by the law as he cited Presidential Decree No. 1727, which declares as unlawful the malicious dissemination of false information of the willful making of any threat concerning bombs, explosives, or any similar device or means of destruction and imposing penalties therefore.
Section 1 provides that, "Any person who, by word of mouth or through the use of the mail, telephone, telegraph, printed materials and other instrument or means of communication, willfully makes any threat or maliciously conveys, communicates, transmits, imparts, passes on, or otherwise disseminates false information, knowing the same to be false, concerning an attempt or alleged attempt being made to kill, injure, or intimidate any individual or unlawfully to damage or destroy any building, vehicle, or other real or personal property, by means of explosives, incendiary devices, and other destructive forces of similar nature or characteristics, shall upon conviction be punished with imprisonment of not more than five years, or a fine or not more than P40,000, or both at the discretion of the court having jurisdiction over the offense herein defined and penalized.
