New LPA located as "Kabayan" moves North Northwest

Typhoon "Kabayan" was located based on satellite and surface data at 1,140 km East Northeast of Basco, Batanes with maximum sustained winds of 165 kph near the center and gustiness of up to 200 kph.
It is forecast to move northwest at 11 kph.
Meanwhile, a low pressure area was located based on satellite and surface data at 170 km West of Sinait, Ilocos Sur.
Central and Northern Luzon and the Western section of Southern Luzon will experience monsoon rains which may trigger flashfloods and landslides. Visayas and the rest of Luzon will have mostly cloudy skies with scattered rainshowers and thunderstorms.
Mindanao will be partly cloudy to at times cloudy with isolated rainshowers or thunderstorms.
Moderate to strong winds blowing from the southwest will prevail over Luzon and Visayas and coming from the South to Southwest over the rest of the country.
The coastal waters throughout the archipelago will be moderate to rough.
Classes today from pre-school to high school in NCR / Metro Manila both for private and public schools were suspended by the Department of Education.
The Commission on Higher Education also permitted universities and local government units to suspend classes in the college level if bad weather persists.
Malacañang also declared a a half-day suspension of work starting 1 o' clock in the afternoon for all government agencies and institutions. — ARA
