The Department of Public Works and Highways is set to bid out the contract to undertake preventive maintenance of the Camarines Norte segment of Daang Maharlika (Bicol Road).
A pre-bid conference is set on July 31, 2012 at 9:00 a.m. at the Central Procurement Office at the DPWH Head Office in Port Area, Manila. There would be a detailed discussion between DPWH and interested contractors on the mechanics of this project.
Bid opening is set on August 14, 2012 immediately after the 10:00 a.m. deadline of submission of bids. The DPWH expects a pool of competiting contractors to actively participate especially with the institutional reforms and changes in bidding procedures instituted by the agency.
For transparency and accountability, the DPWH under the leadership of Secretary Rogelio L. Singson has changed the procurement process, resolved bottlenecks, and eliminated many potential sources of leakage and corruption, resulting to enormous savings that can be utilized in funding more government projects.
The improvement/upgrading of Daang Maharlika, which was designated as part of the United Nations' Asian Highway Network, is included under the Asset Preservation Component of the Japan International Cooperation Agency-assisted Road Upgrading and Preservation Project, to support the Aquino administration's goal of strengthening the country's infrastructure base to fuel economic growth.
The Daang Maharlika Camarines Norte project will cover 300 calendar days of work duration. The project would encompass KM 315 + 000 to KM 331 + 171, with a gross length of about 16 kilometers.
The scope of work will include the following:
1.)asphalt overlay with 50 millimeter thickness of about 105,598.70 square meters of pavement;
2.)portland concrete cement paving 230 millimeter thick of about 11,457 square meters of reblocked pavement;
3.)application of reflectorized thermoplastic pavement markings;
4.)and provision for road shoulders.
The funding of this project is estimated to cost P202.889 million; 50 percent would be sourced from the DPWH Infrastructure Program for CY 2012, 30 percent from JICA Loan, and 20 percent from the Motor Vehicle User's Charge Fund. -
